Insights into status & prospects for CDM Programmes of Activities

This focus study presents up-to-date insights into the implementation status of Clean Development Mechanism (CDM) Programmes of Activities (PoAs), especially considering the current context of low CER prices, and offers ideas into how best to support existing PoAs.

It is based on case studies with PoA stakeholders and builds on the data and findings presented in “Analysing the status quo of CDM projects – status and prospects”, which was part of the related research project “Concepts and Country-Specific Strategies for the Carbon Market Post 2012” tendered by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety.

While the individual PoA experiences vary widely, the focus study identifies significant common barriers. In addition to low CER prices, these mainly concern access to up-front finance and difficulties associated with the costs and uncertainty of CDM procedures. The study thus offers recommendations for making the process simpler, quicker, and more predictable.
