Position Paper

To achieve the EU climate targets for the building sector, the energy demand in buildings needs to be significantly reduced. At the same time, a complete transformation of the existing heating and cooling supply systems towards renewable energy supply will be necessary

This Ecofys position paper looks at the current situation of the heating and cooling supply of the European building stock and highlights issues that need to be tackled in order to achieve a reduction of fossil fuel consumption and related emissions of at least 90% by 2050.

To achieve the required dramatic changes in energy demand and supply, the paper suggests to harmonise the EU Directives for Energy Performance of Buildings, Energy Efficiency and Renewable Energy. Moreover, it notes necessary long-term investments on building and infrastructure level, but also mentions stakeholder dialogue as one of the key steps forward.
