Under the Ad Hoc Working Group on the Durban Platform for Enhanced Action, Parties of the United Nations Framework Convention on Climate Change are currently discussing a new climate change agreement to be decided on in 2015. The agreement aims to include various major elements, such as adaptation to climate change, finance and mitigation of climate change. This report, written by Ecofys and its project partners for the German Federal Environment Agency, focuses on the mitigation aspect. It outlines the current discussions on the topic and illustrates options for the design of mitigation commitments under the new agreement.

The report finds that a portfolio approach that incorporates multiple options may be most suited to ensure environmental effectiveness, cost-effectiveness and political feasibility. It also identifies various elements in the negotiation process, which can help to ensure political acceptance and increase the ambition level of the overall agreement and individual countries’ mitigation commitments.
