Sharing emission reductions among developed countries with a focus on European and Japanese proposals

According to the Bali Action Plan from 2007, a new international climate agreement for the time after 2012 is to be developed. This agreement aims to include concrete new targets and actions for emission mitigation and support for sustainable development. To give input to the discussion of effort sharing among Annex I countries, this report provides information on proposals how to distribute emission allowances, made by the EU commission and the Japanese Energy Research Institute (IEEJ).
