M&V and Additionality of Electricity Demand Reductions

With this report, Ecofys advised the Electricity Demand Reduction project at the Department of Energy and Climate Change (DECC) in the UK on the measurement and verification (M&V) and additionality (MVA) of electricity demand reduction.  DECC’s Electricity Demand Reduction programme is looking at designing a new financial incentive to support electricity demand reduction projects in the UK with the objective to avoid generation and transmission/distribution upgrades.

DECC appointed Ecofys to advise them on the feasibility and expected performance of M&V and additionality standards in order to protect electricity consumers from overpayments. Ecofys advised DECC on the learnings from international comparators on MVA: the UNFCCC CDM, the EU Emissions Trading Scheme, and Energy Efficiency Obligation schemes in Europe and the US. Ecofys advised DECC also on the suitability of the International Performance Measurement and Verification Protocol for defining the UK standards.
