Impact of Ecodesign and Energy Labelling on R&D and innovation

This study investigated the role of the Ecodesign and Energy Labelling Directives in stimulating innovation in companies. It also looked at the way companies engage with the legislative process for developing implementation measures for these directives. Ecofys developed a draft typology of company behaviour in the legislative process to better understand drivers and how to overcome obstacles. Ecofys also carried out product group case studies for the heat supply (boilers) and lighting sectors, involving in-depth interviews and profiles of selected companies.

The study makes recommendations on how to enhance the positive impact of the Commission’s legislation on innovation and R&D, such as: (1) Increasing stringency of regulatory requirements, (2) proper enforcement of legislation, (3) Recast labels with A set at best not yet available (BNAT) level and (4) improve the role of Green Public Procurement as complimentary measure.

This project led by Ecofys was part of a framework contract on technical assistance to the European Commission. The study was led by Fraunhofer ISI and other partners included Triple E Consulting, SeaGreen Trea and SoWatt.
