Factors underpinning future action – Update 2011

This report is the 2011 version of the country factsheets that were first provided in the report “Factors underpinning future action” in October 2006 (Höhne et al. 2006). The factsheets were commissioned in 2011 by the Department of Energy and Climate Change (DECC), United Kingdom and originally served as an input during the climate negotiations. In total, the report provides factsheets for 67 countries including the EU27. Each factsheet aims at providing background material on national circumstances and consists of two sections. A first section contains basic country specific data on emissions, energy and a set of further economy wide indicators. A second section highlights important policy measures affecting Greenhouse gas emissions.

The factsheets can be regarded as a conglomeration of the best available data. As much of the data available is spread over various sources and furthermore tends to be inconsistent or incomplete, the report combined various data set to develop a coherent data set. The factsheets therefore present a consistent data set presenting historical trends, the current situation and projections to 2020. In summary the factsheets provide a ready overview of a number of important national circumstances, characteristics and trends in a common format that are useful among others for the negotiation on the post-2012 climate change regimes.
