COP19 at Warsaw: Guidebook for climate negotiators

On behalf of the Francophone Institute on Environment and Energy (IEPF) and the International Organisation of La Francophonie (OIF), Ecofys and partnering authors from Mali, Senegal and Togo have written the Annual Negotiators Guidebook for the climate change conference in Warsaw. The guidebook presents brief information on the general context of the Warsaw Conference by tracing a brief history of negotiations from Rio to Warsaw. It reports on the outcome of the Doha Conference and negotiation sessions in 2013, thereby acting as a benchmark for putting the main negotiation issues of the COP19 and CMP9 in Warsaw into context.
