COP18 at Doha: Guide for climate negotiators

Ecofys has contributed to the Annual Negotiators Guidebook for the Climate Change Conference in Doha. The publication is edited and managed by EcoRessources on behalf of the Francophone Institute on Environment and Energy (IEPF). Negotiators of many countries have been using the annual series of this guidebook for more than five years.

The guide presents brief information on the general context of the Doha Conference by tracing a brief history of negotiations from Rio to Doha. It reports on the outcome of the Durban Conference and negotiation sessions in 2012 and thereby acts as a benchmark for the main negotiation issues of the upcoming conferences of the parties (COP 18 and CMP8). The main questions which will be examined during the Doha Conference are listed with cross-references to the agendas of the various decision-making bodies, subsidiary bodies and working groups. Additional data sheets present the institutional setup of the negotiation process, the main negotiating coalitions and conclusions of UNFCCC side discussion forums.
