Comparative Study Renewable Energy Policy in Developing Countries

In this project Ecofys analysed renewable energy policies of 15 developing countries and newly emerging economies in Africa, Asia, and South America for the German Agency for International Cooperation (GIZ). Based on an adapted version of the Policy Design Cycle approach, the countries’ renewable energy electricity policies were analysed along their targets, strategy, instruments, and the existing monitoring and evaluation tools to track the success or possible failures of the legislation. Consisting of a report and an indicator-based spread sheet tool, the study also provided information on the domestic electricity market, barriers, past achievements and various other important elements related to renewable energy. In order to help GIZ improve its work in the respective countries, Ecofys gave recommendations on future action.
