Navigant assists with the development and implementation of carbon pricing in Singapore

Ecofys, a Navigant company, is working with the Singapore Government to help implement a recently announced carbon pricing scheme. The scheme is the first of its kind in Southeast Asia.

Ecofys experts helped the government identify and design the most appropriate policy option by exploring different carbon pricing models and assessing how effective they would be in Singapore. Drawing on international experience of developing carbon pricing mechanisms, Ecofys reviewed how different tools have been developed around the world, why certain design elements were chosen, and identified the model best suited to Singapore’s local conditions and priorities.

This included identifying the most relevant sectors to be covered by the scheme, the qualification criteria, the allocation process, the monitoring, reporting and verification (MRV) regime, the compliance regime and possible carbon prices. Experts designed a roadmap to implement the proposed model, including the regulatory regime, and are assisting the government with implementation.
