Katja Dinges is a managing consultant at Ecofys. She is responsible for designing and evaluating policy instruments and measures to promote energy efficiency, particularly in the field of buildings and market based instruments, at national and EU level. This includes e.g. obligation and tender systems, grant and advice programmes, legislation, cost-benefit analysis. In addition, she conducted several projects on the implementation of the European Energy Efficiency Directive and the 2030 targets. Another focus of her work is the development of the energy services markets. The projects are commissioned by federal ministries, European Commission, associations and corporate clients like energy utilities.

Before joining Ecofys, she worked for B.&S.U. mbH, a management and consulting company in the field of environmental protection, rational use of energy and Structural Funds. For this company she developed and introduced a certification and management system for energy policy and prepared climate action plans on behalf of local and regional authorities. In addition, she conducted several EU energy projects like climate financing, energy management for SME, benchmark projects. Prior to that she worked in the field of international capacity building and technical cooperation, where she managed a training program to introduce environmental management systems in Latin American industries.
