Ecofys and EcoSecurities to establish CDM Centres of Excellence

Ecofys and EcoSecurities are developing a network of Centres of Excellence (CoE) in developing countries for the Clean Development Mechanism (CDM). The project is funded by the Foreign and Commonwealth Office, through the Global Opportunities Fund Climate Change and Energy Programme. Initially the project team will establish centres in India and South Africa, but the network will be expanded to cover more countries.

Kyoto Mechanisms
The Clean Development Mechanism (CDM) was included in the Kyoto Protocol to allow industrialised countries to achieve part of their emissions reductions in developing countries and to promote sustainable development. CDM projects result in "certified emission reductions" (CERs), which industrialised countries can buy to use to comply with their emission reduction commitments under the Kyoto Protocol. Developing host countries will in return profit from the investment and technology transfer to their country. For project developers, selling the CERs will result in additional revenues.

Uptake of CDM projects
With a network of CDM Centres of Excellence in place the GOF Climate Change and Energy Programme team hopes to support and accelerate implementation of small-scale CDM projects in the field of renewable energy and energy efficiency. By working with local project partners Ecofys and EcoSecurities will analyse the needs of individual countries hosting Centers of Excellence related to successful development of CDM projects. The objective of the Centres of Excellence will be to focus on removing those barriers identified, such as a lack of knowledge or access to financing.


Jan-Willem Bode, Managing Director of Ecofys UK comments: "Although the activities of the centres may differ for each country we expect a best-practice model to emerge. This will be facilitated through an international management structure whose aim will be to facilitate information exchange and grow synergies in knowledge dissemination."
