In dit onderzoek heeft Ecofys de toewijzingsmethode voor de EU European Trading Scheme geevalueerd, zoals deze ontwikkeld is door de IFIEC (International Federation of Industrial Energy Consumers). In de evaluatie worden de directe kosten en milieu-uitkomsten van de IFIEC methode vergeleken met twee andere methoden: auctioning and historic grandfathering.
