In this study Ecofys evaluates an allocation method for EU Emissions Trading as developed by the IFIEC (International Federation of Industrial Energy Consumers) federation. In the evaluation, the direct costs and environmental outcomes of the IFIEC method are compared with two other allocation methods: auctioning and historic grandfathering.
