Discussing methodology and challenges within the Recast Energy Performance of Buildings Directive

The European Commission has introduced requirements to set energy performance standards for buildings through the 2002 Energy Performance of Buildings Directive (EPBD) but did not give guidance on the desired ambition level. The recast of the EPBD in 2010 now includes a provision that national energy performance requirements should be set with the view to achieving cost optimum levels by applying a harmonized calculation methodology. This methodology will be discussed and refined in a comitology process.

The report intends to support this process by explaining background, principles and calculation steps of such methodology. Target groups of the report are policy makers and other market actors who will either be directly involved in the internal comitology process or external consultation processes. The study is published and was commissioned by the Buildings Performance Institute Europe (BPIE).
