Blueprint for emission allowance allocation methodology in the EU Emission Trading Scheme (2013 - 2020)

On assignment from the European Commission, Ecofys has developed a methodology for allocating emission allowances during the third trading phase of the EU Emission Trading Scheme. The associated study provides the European Commission with important input, allowing it to formulate proposals for an equitable allocation methodology. The ensuing political process should result in a new methodology being adopted by December 2010.
