EIB Climate Action public consultation and climate strategy

With 90 billion Euros for climate finance in the period 2010-2014, the European Investment Bank (EIB) is one of the world’s largest climate financiers by volume. In 2015, the EIB launched a public consultation on its Climate Action lending and procedures, with the aim to take stock of the Bank’s climate initiatives to date, but especially to gather views on new perspectives and approaches to enhance its support to sustainable growth. It also aimed to position the EIB in the future international climate finance architecture in the light of the COP21 in Paris.

Ecofys reviewed the stakeholder views on issues raised in the EIB public consultation document and supported the bundling and structuring of these in a so called ‘issue matrix’. To make sure the stakeholder consultation responses and strategy development are in line with the bank’s internal processes, we supported internal workshops with relevant EIB services to address stakeholder issues, draft EIB responses to these issues and identify key elements to include in the forward looking Climate Strategy of the Bank.

Ecofys supported the EIB to draft its first Climate Strategy document, building on existing initiatives but also including next steps to further strengthen and reinforce the bank’s strategy and taking on board valuable external and internal stakeholder views from the consultation process. The Bank has developed internal action plans that will detail the activities to be taken for the implementation of the Strategy. Ecofys has contributed to the initial discussions of these plans.
