Towards nearly Zero-Energy Buildings under the EPBD

Ecofys supported the European Commission in the implementation of the recast Energy Performance of Buildings Directive (EPBD) by developing a sustainable, effective and practical definition for nearly Zero-Energy Buildings. As part of the assignment, we developed a template that supports Member States with their national plans for the implementation of nearly Zero-Energy Buildings. Additionally, Ecofys established a comprehensive cost-database which was used to conduct cost-optimal calculations for Italy, France, Sweden and Hungary.

Based on the results of these calculations, we developed typical energy benchmarks for nearly Zero-Energy Buildings in different European regions. The report supports the European Commission in evaluating the national implementation plans of its Member States and builds the basis for all kinds of further analyses in the knowledge area of nearly Zero-Energy buildings in Europe.
