Securing environmental compliance bioenergy plant
Site selection, EIA inception memorandum and full environmental permit for a 5 MWe biomass-fired power plantProject developer company Express Energy Benelux had plans to develop a solid biomass fired power plant in the region of Terneuzen in the south of The Netherlands. Ecofys supported them in the development process.
Two possible sites were selected by Express Energy. Ecofys compared the two sites in a quickscan and prepared an overview of pros and cons of both sites. Based on this overview, one of the sites was selected. Important factors we addressed were: infrastructure, logistics, external heat utilisation, grid connections, environmental issues and the ‘permitability’.
EIA inception memorandum
Ecofys formulated an EIA inception memorandum (EIA = Environmental Impact Assessment) as a first step in the environmental permit application procedure for a 5 MWe bioenergy power plant in The Netherlands. Ecofys prepared the memorandum in consultation with the competent authorities, technology provider, initiator, architect and other parties involved. In addition, Ecofys co-ordinated the execution of two studies on air quality and noise control and processed the results. The competent authorities concluded, based on the note, that a full EIA is not required.
Ecofys applied successfully for the environmental permit. Ecofys prepared the permit application in consultation with the competent authorities, technology provider, initiator, architect and other parties involved. In this assignment Ecofys also co-ordinated the execution of studies on air quality and noise control that accompanied the permit application. This permit application was one of the first within the new Dutch legislation on permitting (Dutch: WABO, Omgevingsvergunning). Since the permit application was required for a subsidy application with a strict deadline, the permit application needed to be prepared in a short period. Due to a rigid co-ordination of Ecofys, co-operative authorities and timely deliveries of other stakeholders, the permit application was finished in a short period. The permit was granted and declared irrevocable by the competent authorities in June 2011.
