Monitoring Reporting and Verification needs assessment

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise that supports the German Government in the fields of international cooperation for sustainable development and international education. As part of the Greenhouse Gas Monitoring Project, GIZ is striving to strengthen the capacity of Chinese institutions in developing an efficient infrastructure and procedures for greenhouse gas emissions monitoring as well as preparing the basis for a Chinese emissions trading scheme. Ecofys was hired to assess the needs from the emissions trading pilot regions selected by GIZ, in relation to the establishment of an efficient greenhouse gas emissions monitoring. Ecofys conducted several stakeholder meetings with the Shanghai, Shenzhen, Wuhan exchanges and other regional institutions to improve their monitoring, reporting and verification capacity. Ecofys assessed training needs, designed a training content framework, suggested a methodology of carbon monitoring, and informed on EU accuracy requirement and data collection experiences.
