Ecofys assists Romania in accelerated launch of emission trading system

UTRECHT, 20 APRIL 2006 - An international team of experts led by Ecofys is helping the Romanian Ministry of Environment and Water Management (MEWM) implement the EU Emissions Trading Scheme (EU ETS). Romania, which will join the European Union on 1 January 2007, intends to participate in the scheme immediately from the date of entry. Ecofys will work with CAP SD from the Netherlands and local experts to develop the National Allocation Plan (NAP) for both the first and second trading period and also implement the monitoring and reporting system.

The accession of Romania to the EU in 2007 requires the country to turn EU directives into national legislation. One of these is the Directive on Emissions Trading, which the Romanian government intends to have implemented by 1 January 2007. In view of the expertise needed as well as the ambitious time-line, a team led by Ecofys has been assigned to help the Romanian Ministry of Environment and Water Management implement the EU Emissions Trading Directive.

Ecofys has worked extensively with various authorities to implement the EU ETS, including the Dutch, Polish, British, Irish and Belgian governments, as well as the European Commission. Moreover, Ecofys has assisted numerous European companies in meeting ETS requirements, from implementing carbon management strategies and setting up monitoring and reporting systems to generating carbon credits and carrying out renewable energy projects.

"The time-frame for this project is very tight," says Ms Dumitra Mereuta, Director of the Department of Environmental Policies, Air Quality and Climate Change at MEWM. "We aim to submit our combined NAP in September to the European Commission so that Romanian companies can start trading from January 2007 onwards."
