MED-ENEC, led by Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) in a consortium with Ecofys, Near East Engineering & Development Services (NEEDS) and the Energy Research Centre of Cairo University (ERC), has selected the “Top Ten” energy-efficient construction pilot projects  in the Southern and Eastern Mediterranean. There were 31 applications, at least one from each of the ten MEDA countries. Over the next two years each of the winning projects will receive up to €100,000 in technical and financial support from the European Union.

During the implementation of these projects Ecofys will provide expertise and will be responsible for business development.

Top project
An Israeli education centre dedicated to energy saving was assessed as the best pilot project. The site in Sakhnin in the North of Israel will combine passive energy conservation measures such as insulation or passive cooling with active renewable energy systems such as photovoltaics, solar heating and wind turbines. It thus aims to achieve 100 % energy independence (i.e. zero use of fossil-fuel-based energy).

Other successful projects
The second project, a Turkish one, is to establish a training, research and development centre for the construction industry. This centre is designed to meet heating and cooling needs, conserve energy, increase the use of natural light in the building (in order to reduce demand for electrical lighting) and make use of passive solar energy. A Jordanian project, which was third in the rankings, is all about improving residential buildings. By demonstrating energy-efficient construction technologies, it hopes to inspire further adoption of best practices in the southern port city of Aqaba.

The other seven energy-efficient building projects that received an award will be implemented in Morocco, Lebanon, Egypt, Algeria, Syria, the Palestinian Territories and Tunisia. These projects are distributed across the entire region and include a wide range of types of building (residential, commercial, administrative and office buildings, hotels, new construction and refurbishment). The full range of renewable energies and energy savings – from solar absorption cooling to advanced installation standards – is represented.

Criteria and ranking
During the evaluation the MED-ENEC jury was guided by criteria such as the potential for replication, the quality of the energy concept, economic results, environmental benefits, as well as the quality of each consortium and project implementation plan. The best applications (those with the highest score in each country) received an award. The MED-ENEC team has now invited the ten winners to enter into contract negotiations. In case a pilot project initiative fails, the awarding authority may start contract negotiations with the representatives of another pilot project initiative from the reserve list.

In order to reduce both energy supply requirements and the ever-growing impact on the environment of air-conditioning installations, the "MED ENEC Project on Energy Efficiency in the Construction Sector" aims to give a boost to energy efficiency measures and to the use of solar energy in the construction sector. Within the MED-ENEC Project, up to ten pilot projects will be selected to demonstrate best practice and new technologies as well as integrated approaches for the efficient use of energy in the building sector of the Southern and Eastern Mediterranean countries.
