EU
adopts emission monitoring and reporting guidelines
On
January 29th 2004 the European Commission adopted the monitoring and
reporting guidelines for greenhouse gas emissions in the EU emission
trading scheme. A consortium led by Ecofys Germany was responsible
for developing the guidelines to determine and report on emissions.
The consortium that developed the guidelines
on behalf of DG Environment consists of Ecofys, FIELD, KPMG and
TÜV Rheinland. During 2003, representatives of industry and
ministries of the EU member states reviewed the draft guidelines
in several stages. The final guidelines will be available on the
websites of DG
Environment and Ecofys.
Towards the Kyoto targets
The EU-wide emission trading scheme will start on January 1st 2005.
It is designed to make a significant contribution to reach the EU
targets for greenhouse gas emission reductions. In the Kyoto Protocol
the EU committed itself to reduce emissions by 8% in 2010 compared
to 1990 levels. The newly adopted guidelines will apply to all installations
participating in the emission trading scheme such as the generation
of power and heat, production of steel, glass, cement and pulp.
The guidelines contain a general section on monitoring and reporting
as well as detailed methods to determine the emissions of respective
sectors. Project leader Jochen Harnisch of Ecofys comments: “These
guidelines provide a pragmatic and environmentally sound approach
to emissions monitoring in the European emission trading scheme.
Implementation of the guidelines by industry will be mandatory.
We are currently working with a number of companies to help them
meet their requirements in time.”
