Many authorities in Europe are actively implementing climate policy. Fundamental in this matter is formulating a local climate objective and subsequently drawing up a policy to reach this objective.
For this purpose, Ecofys has developed CarMan, a decision-support tool that will help you identify and manage all possible options to reduce CO2-emissions.
What is CarMan?
CarMan is a web-based management tool to give a clear presentation of obtainable results of possible climate projects, not only quantitatively but qualitatively as well. This is an outstanding tool for interactive decision making processes. By showing directly the results of chosen options, it is possible to compare interactively different scenarios for a policy objective. |

Why Use CarMan?
Making climate policy is not an isolated activity, it has common grounds with social, economical and spatial policies. Formulating and planning of climate policy needs an integral approach in which all relevant aspects are taken into account.
Analysing different scenarios and regular reviews of your climate projects is crucial in this dynamic environment. CarMan is specifically designed to deal with these challenges in a user friendly way. CarMan enables you to list and compare all possible options to reduce CO2-emissions.
Furthermore, in order to make the right choices, it is essential that different stakeholders can contribute to the process of developing policy.
CarMan can be operated by any civil servant in your organization. Its user group, in particular in workshop settings and presentations, extends to the management, the councilor or the delegate. In this way CarMan supports policy decisions taken by the management and/or council.
