Registration of CDM project
There are several steps in the development of an emission reduction project. To register, the project feasibility and additionality has to be determined and a Project Design Document (PDD) must be prepared. Then the project can be validated and registered.

Determining project feasibility and additionality

One of the most critical prerequisites for a CDM project is proof of its additionality, i.e. that the project would not have been implemented without the revenues from carbon credits. Without such proof, the project cannot qualify. Ecofys evaluates whether- and how- the project can fulfill these requirements.

Prepare the Project Design Document (PDD)
Ecofys takes care of preparing the Project Design Document (PDD) in line with the Kyoto protocol provisions under Article 12 and the CDM PDD (UNFCCC, 2002) as well as more recent developments in the approval of baseline methodologies by the UNFCCC.

The PDD preparation process will include:

  • Determination of baseline and project emissions, showing the emission reductions are additional to those obtained in the baseline scenario;
  • Establishment of a monitoring plan, describing how the project performance, the greenhouse gas emission reductions and environmental impacts will be monitored/calculated;
  • Obtaining host country approval (Letter of Approval);
  • Assistance in public consultation and environmental impact analysis.

Validation and registration
A Designated Operational Entity (DOE) must validate the PDD, taking into account all of the above. Ecofys has broad experience of supporting clients in validating and registering CDM projects with the UNFCCC CDM Executive Board.
